The free tier lets one person build reports in Power BI Desktop and explore the service. It is great for learning, but sharing and collaboration are limited — so it rarely suits a team.

Power BI Pro

Pro is the usual starting point for businesses. Each user with a Pro licence can publish reports, work in shared workspaces, and share content with other Pro users. It is billed per user per month, and is included with some Microsoft 365 enterprise plans — worth checking before you buy separately.

Premium Per User (PPU)

PPU gives an individual the premium capabilities — bigger datasets, more frequent refreshes, paginated reports and deployment pipelines — without committing to full capacity. It is billed per user per month, at a higher rate than Pro. It suits power users and smaller teams that need premium features but not a whole capacity.

Fabric capacity (Premium)

Premium is now delivered through Microsoft Fabric capacities. You pay for a capacity (a block of compute) rather than per user, and a big advantage is that free users can view content published to it. For organisations with many report consumers, capacity can work out cheaper than buying everyone a per-user licence — and it unlocks the wider Fabric platform.

How to choose — and control cost

  • Count your builders vs viewers. Many viewers and few builders points towards capacity; a small team of builders points towards Pro or PPU.
  • Check Microsoft 365 first. You may already have Pro bundled in your plan.
  • Do not over-license. Only builders and sharers need paid seats if you move to capacity.
  • Model efficiently. A lean, well-designed model reduces the capacity you need — good modelling is also cost control.
